In 1977, the Parkersburg Housing Authority received its first approved Annual Contributions Contract under the Section 8 Existing Housing Assistance Payment Program.

The Section 8 Housing Choice Voucher Program is for families who wish to live in privately owned housing and receive a rental subsidy. 

Our office assists clients and performs activities relative to the Section 8 Housing Programs in Wood, Wirt, Wetzel, Tyler, Pleasants, Doddridge, Ritchie, and Marshall Counties, all of which are in the Parkersburg Housing Authority's legal jurisdiction.

To be eligible for the Section 8 Housing Voucher Program you must be at 18 years of age and your income must not exceed the Department of Housing & Urban Development's income limits for very low-income families.

Rent is generally based on 30% of the gross family income minus any allowable deductions. Deductions include, but are not limited to, the following:

  1. Elderly residents (head of household who is 62 years of age or older) or any head of household who is considered handicapped or disabled;

  2. Dependents (each child under the age of 18 or family members 18 years or older who are full-time students.)

Once a family receives a Housing Voucher they are responsible for selecting their own rental unit. Today, we provide approximately 1,500 families with rental assistance.

An online application places a family on the waiting list, based upon the date and time it is submitted. When the applicant's name reaches the top of the list and assistance is available, the applicant will be required to provide originals and photocopies of the following information:

  1. Birth Certificate for every family member of the household

  2. Social Security Card for every family member of the household

  3. Marriage and/or divorce decrees

  4. Pregnancy verification
